H.R. 3221 contained quite a few tax cuts, but it also gave the Feds the right to backstop Fannie Mae and Freddie Mac, the two primary mortgage backing companies in the country. These two organizations have always had a mix of public and private interests. The recent bailout throws more of their risks on the backs of the American people while keeping the profits privatized in the hands of the executives.

If any of your elected officials supported this government takeover of bad debts, I encourage you to contact them and tell them how you feel about this behavior. Alternatively, campaign against them and vote them out of office!
